CTC Restraint Training

Event and private security

Until police arrive, control is your responsibility.

The contract firm owns the training hours, the turnover, and the lawsuit. The venue owns the floor, the phones, and the brand.

Most security training is short. When a person fights the hold, the habit that shows up is a takedown onto the chest and weight on the back. That is the moment a public floor turns into a pile.

Many posts are observe-and-report. SafeWrap is for the posts where hands-on is already authorized. It is not a reason to expand that authority. The partner on the floor tonight may be new, and may work for another company. Two certified guards can still run the same hold.

Two buyers

The firm and the venue are both in the room.

  1. The firm

Turnover is the job. The method has to survive a new partner and a short in-service, and it has to be the same hold if the lawsuit names the company.

  2. The venue

The crowd is already recording. The face stays visible until police arrive. The venue does not get to explain the hold only to the person who was held.

Mario Matthews, 39, was found inside the arena around 3:30 a.m. Security tried to hold him until police arrived. The family’s lawsuit said he was taken face-down onto the concrete, restrained that way for about 20 minutes, with as many as four people on him, and that a guard kept a knee on the side of his neck for about four and a half minutes. He died two days later.

The Sacramento County pathologist concluded he died of anoxic encephalopathy from acute methamphetamine intoxication in association with physical restraint and an excited state. The city paid $1.15 million. Allied Universal, then Universal Protection Service, paid an amount that was not disclosed.

The Sacramento Bee reported that his death led to California Assembly Bill 229, which requires better use-of-force training for security guards. CTC does not claim the system would have changed that night. The record is what a prone finish cost the venue and the firm that staffed it.

A venue cannot un-film the hold. Wrist control, movement control, and a weapon check can arrive while the person is still on their side. The crowd sees control, not a stack of bodies.
